Im getting hitch for 2017 ram promaster city van And eventually will need wiring to tow a small camper-is it better to have wiring done same time as hitch?

On your 2017 Ram ProMaster City van it doesn't matter. The etrailer Hitch item # e96YR installs behind your rear bumper and the Curt 4-Way Wiring Harness item # C56270 installs behind your rear tail lights and inside the door frame.

I have linked installation videos below along with the instructions so you can see the process for both the hitch and wiring harnesses.

I also recommend using the No-Drill Mount Bracket item # 18136 and the item # C42CR to secure the 4-way connector to your hitch. This will put it in an easy to reach spot and prevent the risk of it falling onto the road.
