Does this fit a 2019 Volvo XC90 T6 momentum without having to drill or remove bumper and rear fascia?

You do not have to remove the bumper, but you do have to remove the rear fascia and drill into the frame of your 2019 Volvo XC90 to install the etrailer Trailer Hitch Receiver # e53KR.

There are no hitches for your XC90 that you can install without either drilling or removing the bumper or rear fascia. You'll just have to drill a pair of 9/16" holes to install the # e53KR, but if you do not want to do any drilling at all - but are okay with removing the rear bumper temporarily - then I recommend instead going with the Curt Trailer Hitch Receiver # C53HR.
