Can I lower the Rota Flex Pin Box Lippert 18000GV on my 2019 Van Leigh Beacon? Currently I have 5 bolts on each side on pin box. I would take it down one hole and use only 4 bolts per side. I need more clearance between bed rail and bottom of trailer. If I can what is the torque on the the 8 bolts. Thank you

No, you have to maintain the bolt pattern in order to safely tow your trailer. Removing one of the bolts just to lower the pin box could put too much strain on the connection to the mounting ears and either shear off the pin box or add more stress to the frame of the trailer and crack it.
You can still gain some clearance by lifting the trailer with either the Correct Track # RR23QX or with an over under conversion kit # K71-385-00 if your leaf springs sit below the axles. These options will raise the height of the trailer to gain a bit more clearance between the bedrails, but can make your trailer a little bit less stable since you're raising the weight of the trailer up.
To counteract this you can use a MORryde X-Factor Crossmember like part # MR33WR, which is designed for use on standard hangers. These crossmembers help strengthen up the frame of your trailer for more stability and help take out sway.
