The Air Lift LoadLifter 5000 Air Helper Springs - Rear Axle # AL57291 is a confirmed fit for your 1999 Ford F-250 and is designed for compatibility with B&W gooseneck hitches. I've attached a video of this installation to assist. This kit will come with the manual inflation valves for adding or removing air pressure.
You also may want to consider adding the Air Lift Load Controller II Compressor System for Air Helper Springs - Single Path # AL25592. This will give you the ability to adjust the air pressure in your bags at any time and see the air pressure in your bags in the cab of your truck.
