If you're looking to use the Roadmaster Falcon All Terrain, Non-Binding Tow Bar part # RM-522 with a bike rack, your best option is a dual hitch adapter like the Roadmaster Dual Hitch Receiver Adapter part # RM-077-4. These adapters are available in a variety of different rises/drops to keep the tow bar level. They should then provide you with the clearance you need for your bike rack. Please note, the tow bar must be within 3" of level per the manufacturer.
Unfortunately, I cannot recommend using the tow bar upside down but if you need more clearance you can simply use an adapter with more rise/drop as long as they allow the tow bar to stay within the manufacturers specs of level.
