Hello, Will your Demo DM9518010 base plate work with my Blue AX Alpha tow bar? Second question, My 1988 Jeep Comanche is 2WD. Is it safe to flat tow in Neutral? It has an AX4 transmission.

The Demco Classic Base Plate Kit # DM9518010 you mention will actually not work with the Blue Ox Alpha 2 Non-Binding Tow Bar - Motorhome Mount # BX7380, instead, you'd want to use the Blue Ox Base Plate Kit # BX1110.
As far as towing the vehicle, you'll want to consult your owner's manual to be sure but unless it says specifically not to then you'd have no problem flat towing your vehicle.
Also, if you're interested in completing your flat towing setup you're going to need:
-A braking system # DM26VR,
&
-A wiring kit # RM-15267.
