Since your 2004 Chevy Blazer does not have any type of trailer connector you will first need to install a 4-Way flat connector, # 18252. Then you can use the 4 and 7-Way installation kit, # ETBC7, which comes with everything you will need to maintain the 4-Way and add a 7-Way. It also includes components to hardwire in a brake controller.
Adding a 4-Way first makes it easier to install the 7-Way so that is the main reason you would install it first. If you decide you need a brake controller to control electric trailer brakes. I recommend the Tekonsha P2, # 90885, because its easy to set up, easy to use, and its reliable.
I have included some links that show and explain the ETBC7 installation for you.
You could install # HM40975-11998 that you referenced but it does not come with any additional wire to go to the front of the vehicle for the 12 volt circuit on the 7-Way or circuit breakers from the 12 volt and brake controller circuits. You would need to add additional wire, # DW04914-1, sold in 1 foot increments, long enough to reach each circuit. You would also need a 40 amp circuit breaker, # PK54540, for the 12 volt circuit, and a 20 or 30 amp breaker (# PK54520 or # PK54530) for a brake controller if you wanted to add one.
