Judging by your photos, you do have a bare roof on your 2022 Toyota RAV4 LE. For a great compatible roof rack for your vehicle, I recommend the following parts:

With this setup, you do not need to have any rails or fixed mounting points on your roof. This is because this rack installs with clips that attach to your door jambs. I also double checked this fitment with Rhino-Rack and confirmed that it fits your vehicle.
