Does the e98874 include a stop collar to help automatically align hitch pin holes? Its shown among the included hardware for this model in the photos but not mentioned as a feature.

Yep, it sure does; a stop collar to automatically align the hitch pin holes is indeed included with the 24x60 etrailer Cargo Carrier for 2" Hitches # e98874.
I have added a cut out below from the product page of the # e98874 which shows this.
