Will the curt c18211 bag fit inside the rails I know it may be tight.

The etrailer Cargo Carrier # e98874 referenced in your question features insides dimensions of 59-3/4 inches long and 20 inches wide. The Curt Cargo Bag # C18211 that you also mentioned has overall dimensions of 56 inches long and 22 inches wide. Although the width of this bag is a bit larger than the usable width on the cargo carrier, this storage bag does have a soft/flexible bottom that will allow it to fit inside the carrier. This bag will work just fine with the etrailer Cargo Carrier.
The bag includes UV-resistant straps that will tie the bag to the carrier at 6 different points. I have attached a couple short video demonstrations for both the carrier and the cargo bag that you can also check out.
