I have the curt 14301 hitch on my lowered 2008 silverado, but the reciever sits a little to low, I seen a GM hitch that sits right up against the bumper. is there any aftermarket brand that has what im looking for. class III-IV which ever is fine

Curt trailer hitch # 13322 has the receiver right below the bumper. Take a look at the video I have linked showing a typical installation for you. You can see that once installed the hitch receiver will be directly below the rear bumper. This is a 2 inch hitch rated for 600 pounds tongue weight and 6,000 pounds gross trailer weight.
For a higher capacity we have # C15323 that also fits below the bumper. It is rated for 2,400/16,000 pounds. I have linked a video showing installation of this hitch as well.
Please keep in mind that lowering a vehicle (or lifting it for that matter) can have an adverse effect on the towing capacity of the vehicle making it technically unknown and most likely lower than stock.
