According to the owner's manual, the 2009 Buick Enclave FWD can be flat towed, but you'll need to follow the procedure listed in the owner's manual to the letter.
1. Position the vehicle to tow and then secure it to the towing vehicle.
2. Shift the transmission to P (Park) and turn the ignition to LOCK/OFF.
3. Set the parking brake.
4. Turn the ignition to ACC/ACCESSORY.
5. Shift the transmission to N (Neutral).
6. To prevent the battery from draining while the vehicle is being towed, remove the 50 amp BATT1 fuse from the
underhood fuse block and store in a safe location.
7. Release the parking brake.
To flat tow the vehicle, you'll need a base plate kit, like the Blue Ox # BX1708, a tow bar such as the # BX7380 Blue Ox Alpha 2, a wiring harness like # RM-152-98146-7, a # RM-76517 and # RM76511 fuse bypass switch, a supplemental braking system like # BRK2019 with a # RM-9332 12V outlet kit.
