Can the factory hitch on a 2021 Jeep Gladiator be replaced with aftermarket Draw-Tite # DR64FR?

If your OEM hitch is simply bolted into place onto the crossmember, you could indeed remove it and install the Draw-Tite 76310 which we sell as # DR64FR Class III hitch in its place. If the existing hitch is welded into place, it could be an integral part of the vehicle frame and shouldn't be removed.

If what you're referring to is simply the crossmember at the rear of the vehicle that has the holes to accept a bolt on receiver, you can simply use # CU74FR, but you'd need a hole saw to cut a hole through the bumper as shown in the linked instructions.
