The max weight of the ball hitch is 8500 lbs. But since it is on the bumper and not the frame what is the max weight for the bumper?

I looked up the towing capacity of the rear step bumper on a 2004 Dodge Dakota in the owner's manual for you and it can handle up to 2,000 lbs.
