The hitch you have will not fit.
The correct hitch for your 1998 Ford Expedition has a center to center hole measurement of 46-3/4" as shown in the diagram of the Curt Trailer Hitch Receiver # C13049 that is designed for your vehicle.
Since the hitch you have will not work I recommend going with the # C13049 due to it being made here in the USA, and having a durable powder coat finish which we have seen hold up better than the finish on other hitches.
This hitch has a 600lb tongue weight rating and 6000lb trailer weight rating making it a very strong hitch for carrying a bike rack or cargo carrier, or for using a ball mount to tow a trailer.
If you will be towing a trailer you will also need a vehicle wiring harness # 118344, along with a ball mount, hitch ball, and hitch pin and clip which can all be found in the etrailer Ball Mount Kit # 989900.
