Does Trailer Hitch Install Hardware Require Re-Torquing

Is it necessary to re-torque the bolts sometime after installation?

Since hitch bolts are torque-to-yield like with the etrailer hitch part # e98844 that you referenced it is not required that you retorque the hardware. Just one to spec and you're good.
