The Tow Ready 2 Inch Hitch Ball, part # 63845, you have referenced needs to be torqued to 250 foot pounds. It is recommended to frequently check that the ball is tightened to these specifications.
If you are meaning the mounting bolts that are used to attach a hitch to a vehicle, it would depend on the hitch part number and the year make and model of vehicle the hitch is going on. If you can give me that information I can help you determine the torque specifications for your specific application.
I am including a video link to a hitch ball being installed and a link to a FAQ page on installations tips for a hitch on a car.

Jeff I am mounting the hitch to the vehicle frame of a 2018 Jeep Grand Cherokee using the 4 factory bolts. It is a class3 hitch.
