The part # 753-0073 is the Replacement Locking Anti-Rattle Knob for Thule Apex Bike Racks and Rain Gutter Foot Packs that you are looking for but it does not come with the mounting bolt. Thule does not offer the bolt as it's part of the shank of the rack looks like.

I called my friend over at Thule and they said they do not have the replacement knob available separately. The Replacement Knob for the Thule Apex #TH79JV is a different part number with only the Thule Apex and the Thule Raceway as confirmed fit.…
