I am looking for a recover for my 89 Chevy C1500 that installs behind the roll pan. Could you point me in the right direction.

We've got you covered.
You'll want to use the Curt # 13942 Class III hitch that you'd looked at. This hitch is specifically designed for vehicles with a roll pan, and would install behind the license plate.
The hitch install could interfere with your under-bed spare tire, you might need to reposition the tire.
I've provided a photo showing the hitch once it's installed.
