I don’t want a hideaway hitch. Will this fit under a steel rollpan with no license plate holder on the rollpan?

We do have an option for a trailer hitch that will fit your 1990 GMC Sierra with your customized roll pan bumper but Draw-Tite 40050 will not work. The hitches that are confirmed to fit your truck are the Draw-Tite # 41522 and Curt # 13942, though these will require you to cut your bumper for receiver access.
If you (understandably) do not want to do that another option is the universal fit Draw-Tite # 41990-16 which fits frames up to 44 inches wide and has 16 inch tall brackets. This hitch would need to be welded on by a qualified installer; I have added a link to the installation instructions for you to check out.
