I need to use this as a receiver hitch for a bicycle rack which is the standard 2. You do not state the tube thickness of the 2.5inch od pintle mount. Will the bike mount fit in the end?

If you have more than the 2 sets of vertical holes the Buyers Products Black Receiver Tube # 3371804055 will bolt to your plate. I believe is the type of product that you are looking for to accept your bike rack.
The Curt Trailer Hitch Receiver # 13091 has the same vertical spacing of 1-3/4" and horizontal spacing of 3-3/8" of the Buyers Products 2-1/2" Pintle Hook Mount # 337PM25612. This may also work dependent on your plate.
