Does this hitch include a wiring harness? If not, what wiring harness is needed for a 2021 Toyota Highlander Limited?

The EcoHitch # EH35VR Class III hitch and the trailer wiring harness are sold separately, because not everyone uses a hitch for towing, some folks use them as an attachment point for hitch mounted accessories like bike racks or cargo carriers. The # EH35VR fits all models of the 2021 Toyota Highlander.

For a wiring harness, I'd recommend # TK74FR for vehicles with the tow package or # TK99FR for vehicles NOT equipped with the tow package.
