what is the cost for all new parts to install and be ready for use. From the plate kit for the car to the RV connection rods as well as wiring harness. I would be pulling behind a Class C 31ft RV with double 2foot tow hitch

To flat tow your 2021 Chevy Spark you'll need base plates, a tow bar, tow bar wiring, safety cables, and a braking system. If you have an automatic transmission you will have dolly tow instead of flat tow. I recommend the Demco Kar Kaddy X Tow Dolly w/ Disc Brakes - Tilt Bed Frame - 4,800lbs - Wide Tread # DM9713093.
