The Curt Trailer Hitch Receiver # C13429 that you referenced comes with all the installation hardware needed to install it on your 2003 Toyota Highlander. Check out the installation video I attached for this product.
The ball mount pin and clip are sold separately. For that you would want the following products:
Ball Mount Ball Mount 3/4 inch Rise or 2 inch Drop # AMSC2
Pin and Clip # PC3
2 inch Ball # 19247
1-7/8 inch Ball # 7683
