Hello - does this unit have the ability to manually apply the trailer brakes in an emergency situation such as trailer sway?

Absolutely. You can manually apply the trailer brakes independently of the vehicle brakes by depressing the control knob, as shown in the provided diagram and as mentioned on page 5 of the instructions I've linked for you. I've linked to a product video for the Tow-Pro Liberty brake controller.
