I am moving my DrawTite I-Stop IQ brake controller to a 2021 Highlander. I am able to move all components from the old vehicle except the wiring harness. Which part number is the replacement wiring harness? It looks like the 2021 Highlander has no plug under the dash for a brake controller, so I need the simple pigtail harness and hardwire it in - right? Also, the product info for the Tekonsha Primus IQ controller which looks to be identical? mentions that I might need a 20-Amp circuit breaker Part 9506P. If I am getting the 7-pin ETBC7 and 4-pole harness TK74FR to complete my hitch installation, do I need the separate part 9506P?

You are correct that your 2021 Toyota Highlander does not have a factory trailer brake controller port, so you will need to use Pigtail Wiring Harness with Diode for Tekonsha and Draw-Tite Brake Controllers # 7865.
The Tekonsha Primus IQ Trailer Brake Controller - 1 to 3 Axles - Proportional # TK90160 you mentioned is the exact same controller as the Draw-Tite I-Stop IQ and will require a 20 amp circuit breaker on the power wire for the controller. The # ETBC7 includes all of the circuit breakers required for the installation so you will not need to purchase the # 9506P separately.
Lastly it looks like you have a good plan. The # TK74FR will give you the 4-way connector needed to install the # ETBC7. The only thing you may need is a no drill mounting bracket # 18140 if your trailer hitch receiver does not already have a built in mounting point for the 7-way connector to bolt to.
