To install the Curt Powered Tail Light Converter with 4-Pole Flat Trailer Connector # C59236 you were looking at for your 2021 Toyota Highlander XLE I recommend removing the trim on the inside of the hatch and mounting the converter on the driver side of your Highlander, and using a circuit tester like # PTW2993 to identify the correct wires to splice in to.
Another option is the T-One Vehicle Wiring Harness with 4-Pole Flat Trailer Connector # TK99FR which is confirmed to fit your Highlander without the tow package and will plug into the existing 10-pin connector located on the driver side of your vehicle behind the rear bumper. This is the option I recommend as it does not involve splicing.
