The best hitch cargo carrier for what you are looking for is the Curt cargo carrier part # C18152 which is the size you are wanting of 24 inch by 60 inch and also because it is a fixed carrier without a folding mechanism which means it will do better at the rear of a travel trailer since hinges add movement and are typically a weaker portion. This also has a rise built into the shank which gives better ground clearance as well.
