Can the receiver bar on the Curt # C18152 cargo carrier be mounted upside down to lower the carrier instead of having a rise?

I spoke with a representative of Curt who said that you would not be able to mount the shank upside down to get a drop instead of a raise with cargo carrier # C18152.
