Can I use the rm-032 adapter for a Blue-Ox tow bar with this base plate?

The Roadmaster base plate to Blue Ox tow bar adapter, part # RM-032 is compatible with all Roadmaster base plates EXCEPT for the MX, MS or EX5 series. Since the Roadmaster # RM-52289-4 you're inquiring about is an EZ series, the # RM-032 adapter will work great for you.
In addition to the base plate, adapter and tow bar you'll also need safety cables, a taillight wiring harness, a supplemental braking system and possibly a high/low adapter if the installed base plate has a height difference greater than 3 inches compared to the height of the hitch receiver on the motorhome.
According to the owner's manual, your truck is capable of being flat towed if its a 4WD model.
For the rest of the needed equipment: I'd recommend the # RM-643 safety cables. For the taillight wiring, use # RM-15267. For a supplemental braking system, I really like an easy to use portable system like the Blue Ox Patriot # BLU37TR. This system won't involve a costly and involved installation and will allow you to swap the system to a different vehicle in the future if you wish. Along with the braking system, you'll need a # RM-9332 12-volt outlet and an # RM-751000 brake light switch so the monitor in the cab of the motorhome will show when the brakes in the Ram are activated.
If your truck is on the stock tire size at factory ride height, the base plates will sit about 21 inches above the ground. If that height has a greater than 3 inches +/- different than the motorhome receiver height, you'll need a high/low adapter to bring it within that range. I'll link to our selection of adapters.
