Hello, Thinking about the your taillights part # 47-84-527 for my 69 dunebuggy. My question is ,is the black base flexible rubber?

The base or bezel used by the Bargman # 47-84-527 Double LED tailllight is constructed of hard plastic, like the other rectangular lamps of this type. If you click the provided links, you can see a product demonstration and an install video.

For something with a flexible rubber mount, you'd be wanting a grommet mount lamp, like # STL70RB which would mount using the separately available # A70GB which would mount in a 6-11/16 x 2-5/8 inch rough opening and would use a # A45PB 3 prong plug.
