The Dexter Electric Trailer Brake Assembly - 12-1/4" - Left Hand # 23-428 is just one left hand brake assembly; the other side is the Dexter Electric Trailer Brake Assembly - 12-1/4" - Right Hand # 23-429.
That is for one axle, and you can order them as a unit with the Dexter Electric Trailer Brake Kit - 12-1/4" - Left and Right Hand Assemblies - 7,200 lbs # 23-428-429.
For an adjustment spoon you will need the Brake Adjustment Spoon for Drum Brakes # W80630, and the correct mounting hardware for this assembly is the Mounting Bolts and Hardware for 12-1/4" Brake Assemblies # BRKH122510.
