Question:
I have a vintage 4 on 9.44 wheel and a 7 x 15 tire. I was wanting to buy a spare tire but noticed these vintage wheels are a bit pricey. Is there a way I can change the wheel size on my trailer? It has electric brakes

You likely can change the hubs on your trailer to give you a more common bolt pattern. To determine the correct fit you will need to pull one of your hubs and get the bearing number printed on the face of the inner and outer bearing.
If you are unable to read the number, then you can use a digital caliper like # PTW80157 to measure the spindle at the bearing and seal locations. With those numbers we can determine the correct fit for a replacement hub/drum to work with your brakes. I've attached a photo and video to assist.
