I recommend the Stromberg Carlson Electric Trailer Jack - Drop Leg - A-Frame - 23" Lift - 5,000 lbs - Black
Item # JET-5000. It has plenty of capacity, the higher you go the longer the jack will last in theory. It comes with a manual override handle in case of power outage.
In regards to lowering the tailgate with the trailer still coupled, this is not a feature of the jack and there isn't one that will be better than another in this regard. It will come down to the many factors. If it did not clear you can get longer ball mounts or shanks to allow for this but not much can be done to determine this beforehand.
