Normally this is 10-15% of the total trailer weight when loaded, but a jack is one area where having something rating larger than needed will not cause an issue. We have jacks ranging from 1,400 lbs to 5,000 lbs rated capacity and with tongue jacks they are almost always rated far higher than the actual tongue weight because a 1400 lb tongue weight is quite a bit and 5,000 lbs would be more...

If the light are coming on and the switch is just clicking you would need to check the star washers on your ground. Remove the ground wire from the frame and scrape the paint on the frame down to bare metal. The system may be getting enough ground to work the lights but not the motor.
