Since the Single Axle Trailer Fender w/ Backing # HP36VR you referenced is raw steel priming and painting it is recommended otherwise it will corrode fairly quickly. Untreated metal requires primer to seal from exposure before paint as well. Best option will be to go with an oil based, rust inhibitive primer. Rust-Oleum is a solid brand that would work well for the primer as well as whatever paint you want to go with as well. Latex style paint is a great choice for over oil based primer as well.
