I was wondering if you sell just the locking bolt that goes across the back and locks the rail into place?

We do have a wide variety of replacement parts available for Thule products. Without being able to see the part, it sounds to me like you might be looking for the Replacement Socket Head Cap Screw # TH919063054 which works on Thule Fit kit packs and ski carriers. If you can send me a picture of the part you're looking for, I can help you find an appropriate replacement.

Just the portion of the foot part #7523036002B is not available separately. You'd have to replace the entire foot with this part number.
