I really wish there was a good solution for your problem but with Class I hitches like what you have there isn't a way to use a taller rise ball mount. The added length and leverage of the taller ball mount just is too much stress on the lower capacity hitch. Aside from going to a 2 inch hitch I really don't have a solution I can provide.

There is a 2 inch hitch for your 2015 Volkswagen GTI available with the EcoHitch part # 306-X7309. The Curt ball mount part # C45112 has an 8 inch rise then which would work well for you. Then for a 2 inch hitch ball you could use the part # 63845 and you'd be set.
