I recommend is Stromberg Carlson 23x59 Cargo Carrier, part # CC-100. It has a weight capacity of 500 lbs, and offers bike adapter # CC-125 that will carry 2 bikes. I have attached a link to a product review video for this carrier.
This adapter comes with four wheel hoops and a pair of tie-down straps to keep your bikes secure while on the carrier, as you can see in the accompanying photo.
