To measure for a fold-away trailer tongue hinge you want to first measure the size of your trailer tongue, for example Fulton Fold-Away Coupler Hinge part # FHDPB330301 is for 3" x 3" trailer tongues.

To determine where to cut the tongue, you want to go by the gross trailer weight rating of the trailer which gives you the max pivot point length in inches. The measurement is from the center of the coupler ball pocket to the desired length as long as you don't exceed the max pivot length according to your trailer weight.
