Question:
I have a bradford built flatbed on my 2006 250 superduty the recess opening is 16 x 12 3/4 with goose neck ball 4 inch’s tall will this hitch work also being on a short bed how can I get some offset to help turning

Yes, the Demco Recon Gooseneck-to-5th Wheel Trailer Hitch Adapter # DM8550046 will work with the 16 x 12-3-4 inch recessed opening on your flat bed and it's designed specifically for 4 inch tall gooseneck balls.
With that being said there isn't any kind of offset on this hitch to provide clearance for sharper turns so a better option may be with an adapter like the Convert-A-Ball # CAB-C5GX1216 that features a 7-1/2 inch offset. This will actually bolt onto the king pin of your 5th wheel trailer to provide a gooseneck coupler that attaches to the ball on your flatbed truck. Its interior polyurethane cushions act as shock absorbers for a smooth ride and it has a towing capacity of 20,000 pounds.
I have attached a short video review that you can check out as well.
