Does Trailer Wheel Valve Stem PSI Rating Refer to Cold Inflation

For valve stems that are rated for 80 psi, is that the cold inflate pressure? So say I have a tire that shows max inflation of 80#. Would a valve stem rated at 80# and cold inflation of the tire at 70 be ok?
