Will this bumper hitch be safe to haul a 5.6×8ft steel utility trailer with 2 dirt bikes220lbs each with a 1994 ford ranger 2we..its a xlt and has 3.0 motor..if not could you let me know the best,safest and affordable complete hitch package..thanks so

The best solution for towing a trailer with a 1994 Ford Ranger affordably will be with the Draw Tite hitch part # 75082 which is a custom fit hitch that is priced great, using the part # D-4 that you referenced as a ball mount, the Hitch Pin and Clip, # PC3, with either the # 63845 for a 2 inch ball or # 19260 for a 1-7/8 inch ball, and then for trailer wiring the very affordable Tekonsha kit part # 118325 and you'd be set. This is a very basic and simple setup that will work great and not cost an arm and a leg.
