2019 Tacoma short bed with Leer XR Bed Cap. I would like to place this near the tailgate so that it will be easy to attach forks. Guess I have 2 questions .... 1 will window be able to close and 2 for the tire mount attachment ... does it place the wheel back a little? - concerned about closing gate If this block wont work would the Swagman Bicycle Carriers Pick Up Adjustable Truck Bed Bike Rack be a better fit? And install near the tailgate on the floor.

Your Leer cap's window clearance when your bikes are stowed depends on exactly where you place the Saris Traps Fork-Block 3 Bike Rack # SATRK34-BLK3 and on the exact overall length of your bikes. You can check this by removing the bikes' front wheels, rolling them into the bed rear-wheel first and seeing where the forks and handlebars end up.
The wheel holder # SAWHL1 is designed with some offset; this means the stowed wheel will lean to one side of the holder rather than be dead center. I took a measurement of this item and it looks like the offset is 6-inches, so the stowed wheel's hub will lean into the bed about 6-inches. This is shown in the linked photo.
The Swagman Truck Bed Rack # S64702 installs on the bed rails so it would be too high with a cap.
