Does the open c hook end of the spring require a bushing?

A bushing is not required for the c-hook end (sometimes called an open eye end) of a slipper spring like the 4-Leaf Slipper Spring w/ Open Eye End # e33SR.

The closest we have to that length is the 4-Leaf Slipper Spring # SP-264275 that measures 26-1/4" long. This measurement is taken from the center of the eye to the end of the spring. The number of leaves isn't really a concern as long as the length and capacity match up - this unit is designed for 4,300 pound axles.

Slipper Springs like #e33SR do not use a bolt and bushing for the open eye end of the spring. It connects directly to the hanger using a slipper spring hanger kit.
