The correct control unit for your 28 Series Kwikee steps is part # LC379146 on our site. This is the same control unit that is included in the Kwikee Steps Replacement Kit # LC379769 for 28, 31, 37, and 39 series steps.

Yes, the kit # LC379769 that I referenced above is the correct kit that you will need to use. This includes the motor, gearbox, and control unit. I confirmed with my contact at Lippert that this is the correct kit for your 28 series Kwikee step. Please note that you may not need a new control unit. If there is no power coming out of the control unit then you can try applying power just to the motor to see if it still operates properly. If it does then you just need the control unit.
