Question:

Dealer says it is the same as the 2018. Do you think it cam be done?

I took a look in the owner's manual for a 2019 Kia Soul and was not able to find any information of flat-towing therefore, I would refer to the manufacturer which it looks like you have already done. If the manufacturer states that the vehicle can be flat-towed with all four wheels on the ground you will need a base plate kit, tow bar, safety cables, flat-tow wiring harness, supplemental braking system, and a possible high-low adapter.

For a base plate kit, I recommend the Roadmaster EZ5 Base Plate Kit part # RM-522115-5 becuase it has removable arms which makes for a clean look while not in tow. For a tow bar, I recommend the Roadmaster Nighthawk All Terrain Tow Bar part # RM-676 because it has a non-binding design, includes safety cables, and has lights.

For a flat-tow wiring harness, I recommend the Roadmaster Diode 7-Wire to 6-Wire Flexo-Coil Wiring Kit part # RM-15267 which is one of our most popular options. Then for a supplemental braking system you can use the SMI Stay-IN-Play DUO Supplemental Braking System part # SM99251 which will be pretty much out of site after installed. This is also a very popular option for toad's.

Finally, you may or may not need to use a high-low adapter. In order to determine if there is a need to use one measure from the ground to the center of the base plate kit on the vehicle and compare that distance to the measurement from the ground to the top of the inside edge of your trailer hitch on the motorhome. If this distance is not within 3" of one another then you want to use a high-low adapter which I have attached a list of for you in addition to several other review videos on the above products.
