How do you install replacement latches on no locking side?

I spoke with my contact at Yakima and this is what they sent me in regards to the replacement latches for the Yakima Rocketbox Pro 12:

Those latches are riveted in place, so if someone needed to replace them and wanted things to look stock they would need access to a rivet gun. Either that or they could just bolt the latches into place. Not as pretty, but that should get the job done.
