I took a look at the owner's manual of a 2017 Toyota RAV4 Hybrid and the only specification I found about towing was that Toyota does not recommend Highlanders "with SE grade" tow a trailer so you would seem to be fine but the final word rests with the Toyota dealer and I recommend contacting them with your VIN so they can tell you with authority what your vehicle is capable of.
Assuming you are fine to tow, in order to use the Malone EcoLight Sport Trailer with V-Style Carriers for 2 Kayaks # MAL43FR you'll need to start with a trailer hitch, the Curt # C12108 as well as 4-Flat Connector # 118578 in order to power the Malone trailer's lights.
Finally, the recommended ball mount for this hitch on your '17 RAV4 is the Curt # C45518 and you also would need 2" hitch ball # A-82 as well as Pin and Clip # F-4 and you'd be all set to use the Malone trailer.
