what is the torque values for the 10inch 4 on 4 wheels?

The Kenda 205/65-10 Bias Trailer Tire with 10" White Wheel - 4 on 4 - Load Range E # AM3H460 don't have a suggested torque value. The torque is based on lug bolt stud diameter and the lug nut type. I've attached a chart to assist. most of the 4 on 4 inch hubs will have a 1/2 inch diameter lug bolt and a coned lug nut so they would be torques between 75 and 85 foot lbs.

If you don't have a torque wrench, I recommend using the Powerbuilt Digital Torque Adapter - 1/2" Drive # ALL940962. This will convert your average ratchet into a torque wrench with a 29 to 147 ft. lb range.
